Pete, you need to verify and correct your statements about the Riverboat Fund (you called it the Caeser's fund). I, too, am concerned about the reliance on the Riverboat Fund, but you have confused that with the Caesar's Foundation of Floyd County.
Harrah's provides funding that is for all intents and purposes an "in-lieu of tax" payment, an impact fee. That fund, and how the city chooses to use it, has NOTHING to do with the Foundation. The foundation is a charitable organization funded separately.
I assume and hope this was a mistake on your part and not intended to mislead.
